New Taipei City’s AI Governance Earns 2026 ASOCIO Digital Government Award Taiwan’s First AI Governance Guidelines and AIEC Set a New Benchmark for Smart Cities
New Taipei City’s digital transformation has once again gained international recognition. This year, the New Taipei City Government submitted its project, “Leading the New Era of Digital Government New Taipei City’s AI Governance Guidelines and Innovation Validation Framework,” to the ASOCIO Award 2026, one of the most prestigious ICT awards in Asia-Pacific. Following a rigorous domestic selection process by the Taiwan Innovative Software and Services Association (TISSA), the project was selected to represent Taiwan. After a thorough review by an international judging panel, New Taipei City emerged from strong competition among economies across the Asia-Pacific and won the prestigious ASOCIO Digital Government Award. On October 6, Wang Jui-Ling, Chief Secretary of the Research, Development and Evaluation Commission of the New Taipei City Government, will represent the City Government at the award ceremony during the ASOCIO Digital & AI Summit 2026 in Jakarta, Indonesia. The award recognizes New Taipei City’s achievements in AI governance and digital transformation, demonstrating its strong capabilities in advancing smart city governance and showcasing Taiwan’s smart city experience to the world.

The Asian-Oceanian Computing Industry Organization (ASOCIO) is a major force in the Asia-Pacific ICT industry. Established in 1984 through an initiative jointly launched by Taiwan, Japan, South Korea, Australia, and New Zealand, ASOCIO has grown into one of the Asia-Pacific region’s largest ICT industry organizations, representing more than 24 economies and over 20,000 software and ICT service companies, with an industry value of approximately US$1 trillion. Since 2023, ASOCIO has further strengthened its efforts to accelerate digital transformation and deepen cross-border collaboration among its member economies, working together toward a shared vision of a “Digital Asia.” The annual ASOCIO Award recognizes outstanding and representative digital solutions from its member economies. The Digital Government Award honors government initiatives that use digital strategies and solutions to deliver measurable improvements in public service quality and government effectiveness. New Taipei City’s AI Governance Guidelines and innovative validation mechanism closely align with the award’s core criteria, covering responsible and transparent use of technology, support for economic and social development, inclusive digital infrastructure, and practical achievements in smart city development. These strengths ultimately earned the recognition of the international judging panel amid strong competition.

Wang Jui-ling, Chief Secretary of the Research, Development and Evaluation Commission of the New Taipei City Government, said the award represents strong international recognition of New Taipei City’s expertise in smart city development and innovative technology applications. As Taiwan’s most populous city and one with a large and complex government structure, New Taipei City recognizes its significant responsibility to ensure that residents can benefit from AI safely and with confidence. To achieve this goal, New Taipei City became the first city in Taiwan to establish a comprehensive AI governance framework centered on the “New Taipei City AI Governance Guidelines” and to officially establish the Artificial Intelligence Evaluation Center (AIEC). Together, these initiatives form a dual-track governance framework combining institutional oversight and technical validation. The framework has brought approximately 2,000 information systems under its governance requirements, effectively providing a “safety belt” for AI applications across the city. Drawing on the principles of the European Union Artificial Intelligence Act (EU AI Act), New Taipei City has established a four-level AI risk assessment mechanism. High-risk AI systems must undergo evaluation by the AIEC before being deployed for public services. These systems are tested against six key dimensions based on the NIST AI Risk Management Framework (AI RMF) before they can be officially launched. At the technical level, the framework also references the ISO/IEC 42001 standard and incorporates it into a dynamic, full-lifecycle management framework covering three stages: pre-deployment assessment, in-process evaluation, and post-deployment management. This approach transforms AI governance from a reactive, event-driven model into proactive and continuous monitoring, helping ensure the safety, ethical compliance, and accountability of municipal AI applications from the outset.

New Taipei City’s AI governance framework is not only about cybersecurity and risk management, but also represents a concrete contribution to the United Nations Sustainable Development Goals (SDGs). The initiative directly supports SDG 16: Peace, Justice and Strong Institutions, SDG 9: Industry, Innovation and Infrastructure, and SDG 11: Sustainable Cities and Communities, demonstrating the ethical responsibility and public accountability expected of digital government. This is also not New Taipei City’s first international recognition this year. The same project recently received the 2026 WITSA Global AI Award in the Public Policy category and the Outstanding City Award in the Overseas Cities category at the WSCE 2026 Awards in South Korea. With the addition of the ASOCIO Digital Government Award, New Taipei City has achieved three major international honors for its AI governance initiative. This also marks New Taipei City’s fourth ASOCIO Award, following recognitions received in 2022, 2024, and 2025. The continued recognition from international judges demonstrates New Taipei City’s strong position in AI governance and digital government innovation across the Asia-Pacific region. Looking ahead, New Taipei City will continue to share its AI governance framework and practical experience across the Asia-Pacific region, working with partners to build a safer and more trustworthy AI ecosystem for smart cities and establish New Taipei City as a leading example of AI-enabled public governance.
