Waste Disposal Procedure Mandatory Garbage Classification ＆ Disposal
Operating principles for mandatory garbage classification inspection
I.The Environmental Protection Agency of the Executive Yuan has established the operating principles for mandatory garbage classification inspection with the intention of promoting its mandatory garbage classification plan and facilitating the inspection operations of resource garbage, kitchen waste and general garbage disposal by households and other non-profit making organizations.
(I)Implementation period: effective from January 1 2005.
(II)Targets of implementation: full scaledfull-scaled implementation in Taipei City, Kaohsiung City, Keelung City, Hsinchu City, Taichung City, Chiayi City and Tainan City. It will also be implemented at designated districts from each county to promote the campaign.
II.Basis: pursuant to Article 12 of the Waste Disposal Act and Article 14 of the Regulations Governing General Waste Recycling, Clearance and Disposal.
(I)Implementation period: effective from January 1 2005.
(II)Targets of implementation: districts and cities in New Taipei City where the first phase has yet to be implemented.
III.Focus of inspection: Households and other non-profit making organizations are required to sort their wastes into resource garbage, kitchen waste and general garbage prior to discharging. These wastes should be disposed into their respective containers (the resource recycling truck, the kitchen waste recycling bucket and the waste container (dust box)). Alternatively, the wastes can be handed over to the cleaning squad (inspectors) for assistance with disposal.
(I)Implementation period: effective from January 1 2005.
(ii)Targets of implementation: all districts and cities across New Taipei City.
IV.Inspection implementation:
(I)The inspectors will perform sampling inspection for resource garbage, kitchen waste and general garbage.
1.For general waste that was supposed to be placed into the waste container (dust box) on the garbage truck or handed over to the cleaning squad (inspectors) for assistance with disposal, the inspector shall check if the waste was mixed with resource garbage or kitchen waste.
2.For resource garbage that was supposed to be loaded on the resource recycling truck or handed over to the cleaning squad (inspectors) for assistance with collection, the inspector shall check if the garbage was mixed with general garbage or kitchen waste.
3.For kitchen waste that was supposed to be loaded into the kitchen waste recycling bucket or handed over to the cleaning squad (inspectors) for assistance with collection, the inspector shall check if the waste was mixed with general garbage or resource garbage.
(II)Non-profit organizations that have consigned private janitor services to discharge garbage are still required to sort through the garbage beforehand. The status of garbage classification can be inspected at the central storage location or by checking the contents in the dust box.
(III)Failure to sort the garbage as required constitutes a violation of Article 12 of the Waste Disposal Act and violators shall be subject to a fine pursuant to Article 50 of the Act. When imposing the fine, the inspector shall unwrap the package and take photographs of the contents as evidence before recording the details of the violation on the inspection record.
(IV)During the process of inspection, the inspectors are required to film the entire process; the recorded footage shall serve as the evidence for the operation.
V.Penalties: Pursuant to Article 50 of the Waste Disposal Act, violators will be subject to a fine between NT$ 1,200 – NT$ 6,000. If the violation continues after the end of the designated time period, then continuous daily fines shall be imposed.
